Still show add resource button on categories that are used as grouping

If you are click on the category that is used as a grouping: eg Xenforo 1. The add resource button disappears.

Is confusing, especially is you use breadcrumbs on a resource, as you step up one, from the resource but can't add a resource, you have to go up one again to get to Resources, but the user will probably not understand that.

Can we show the add resource button there with the choice of resource category

It's probably reasonable but even if it is not, there is an inconsistency in terms of the Gallery.

So we either add it to the RM or remove it from the Gallery.
