Similar to how it works when you hover over a thread title and it loads the first posts
I find when I'm catching up on hundreds of alerts it's a right pain having to click through and load the entire page to see what post the alert referenced
This is mainly useful for post likes, where you want to know the post is and the just of the post from a tooltip is fine, so you don't need to load the whole page.
On sites with Post Ratings this would be particularly useful as some ratings you may be happy to ignore and skip over in the alerts page, some you'll want the tooltip with a view of clicking through.
It would make checking alerts so much more efficient
