Add "Hours" as a Warning Action time period & Warning expiry

Sometimes it'd be nice if we could force somebody in a heated conversation to cool off for an hour or so but right now the minimum time period for a Warning Action is 1 day. Please consider adding "Hour" for the Warning Action time period and Warning expiry.
