i have a user who gets this message when trying to send a pm to this user. Beth say they do not have the other on ignore.

Any idea what it could be?

There is a user group permission "Receive new conversations". This is likely set to Not Set (No) or Never for the user group for the user that the conversation cannot be sent to.
