Fixed \XF\Util\Arr::stringToArray() fails with input '0'

Arr::stringToArray('0');

returns an empty array while the expected result is ['0']

We've fixed this in XF 2.2.10 Patch 1. To be clear, the correct test is $string === null || $string === ''

This should have been fixed in 2.2.10 but apparently it isn't?

v2.2.11 accidently reverted and then re-added it, then v2.2.12 reverted the fix for checking against '0'
