i inadvertently removed this from my xf:jobs table and it has not come back. is there a way to force it back in there ? or is it alright it never appears there ?

It's supposed to come back whenever you perform an upgrade. You can still check for upgrades manually using Tools > Check for upgrades.
In fact, if you haven't yet upgraded to 2.2.7 Patch 1 then checking for upgrades and doing so should bring the job back in the process.
Final point: please don't manually remove content from the database. Stuff in the database is often supposed to be there
