I was under the impression that when a board is inactive, then it is not accessible. If I am going to do work or n upgrade, I close down my forum from the ACP, does this still mean it is accessible?

If you are doing work on your public installation, you do not need to protect it. The required protections are for your one permitted test installation separate from your live public installation.

Yes, if those are custom developed routes to set languages, it should be fine. It may be extremely difficult to prefix all routes with the language so that you can have it /french/forums/1/, etc.

As noted in that add-on, it is likely setting up a system where you need multiple licenses anyway; it would mostly help with management and enable some sharing that totally separate installs wouldn't.
