However, we have improved our login brute force mitigation system to not only limit login attempts per user but to also place temporary blocks on entire IP addresses if they fail to login too many times.

How can I disable this?
I don't want to enable IP blocking feature.

What scenario would make you want to prevent that protection from being in place?

I have 90% of visitors from Philippines and we use dynamic/shared IP given by our Internet Provider.
How many failed login attempts for the IP to be block?

IP-user limits to 4 attempts in a 5 minute window or 8 in a 30 minute window; IP only checks double these.

The specifics are all explained there. Dynamic IPs are not an issue as the blocks are short term.
