Implemented X amount of posts to download

I'm not sure if this has been suggested, it probably has but I'll throw it out there anyway and hopefully something like this is added in future.

A member has to make a certain amount of posts to download a resource.

Well downloading is a user group permission, so you could simply promote someone and give them download permissions.
