It happened during the Xenforo upgrade check.

cURL error 28 is a timeout error, should nothing to worry about. Try running the check again.

But...

What caused that to happen in the first place?

This issue is still ongoing...

The latest server errors are showing in the screenshot below.

First one happened on November 18, 2019
Second one happend on November 17, 2019

It's likely to be the same underlying problem as your other issue: https://xenforo.com/community/threads/libcurl-errors.172441/

For whatever reason, you're having intermittent network problems with connections to xenforo.com. I'd check in with your host to diagnose the issue further.
