$450 is cheap. I do freelance design and my base starting price is $1000 just for the layout. And that is still on the lower side... a lot of firms around here charge $3000.

Can you work on an existing them I have for Drupal? It is open source and I have the rights to make any changes I want to it...Me and Terry are here, we design themes for any software. We're currently finishing up custom work before we get started on releasing stock skins.
