Neither. Both companies get horrible reviews when it comes to hosting. I believe GoDaddy recently started using cPanel on some of their servers. HostGator definitely uses cPanel. But before you go with either, I would recommend reading their reviews over at Web Hosting Talk. They aren't going to be favorable...I promise.

Did you choose a provider? Would be nice to hear who you ended up with.

Do you have a location preference and/or a budget in mind? Both of your listed providers do use cPanel to some extent but you will be better off doing your research on both providers before signing up (try find genuine reviews backed by domain URLs).
