XF 2.0 Where is the setting that requires user registration to download a PDF?

When I access my forum as a non-registered user and click on a PDF in a post, it says I can't do that (download) unless I'm registered. That is exactly the behavior I want at the moment, but I can't find where that is set in the admin panel. Is that an unchangeable default, or is there a setting somewhere? I did spend time searching, but came up empty! ETA: Plain vanilla Xenforo, no add-ons.

Thanks! It appeared that it was treating images differently, so I searched on 'PDF'. But I see now that it just shows a thumbnail to unregistered users.
