What steps do I take to promote someone to moderator?

    I do not believe the moderator functionality is working properly on one of my forums, but I would like to confirm by having some clear, step-by-step instructions that should allow one of my users to move a thread from one subforum to another.

    Forum structure is like this:
    - Category
    -- Forum
    --- Subforum

    I need the moderators to move from a particular forum to the subforum beneath it. I, as an admin, can do it just fine using the thread tools, but none of the moderators can see the thread tools in any of the subforums.

    I have spent hours trying to figure this out. It doesn't help that there seems to be several places that permissions need to be set, and I am not sure which ones are required and which ones are not. But I've played with all of them, with no luck.

    So, from a bone-stock perspective, what would I do if I wanted to give a member the ability to move a thread from one subforum to another?

    Explicitly make the user a moderator.

    When doing so choose Global moderator or content moderator, which is for specific nodes.

    Assign the moderator permissions and add them to the Moderating user group.
