XF 1.3 What is the best way to create a blank user group?

I'd like to create some groups based off trophy points or post counts, but without any default permissions to view/post anything. On XF, do we just create a new user group and quick check all 'no'? Or is there a better way?

How does 'no' affect "Follow message moderation rules:"?
