XF 1.5 What can a blocked User do?

Can he read things? Can he see posts? Can he visit the RM and MG?

Define a "blocked" user. Do you mean a banned user? A banned user can do nothing. If it's anything else, it'll be down to the permissions you specify.

Yes, that is what I mean. So what do they see when they go on the Forum as they are listed as people who visited.

They just see a message telling them they are banned and potentially a reason and date of unbanning.
