XF 1.4 Waiting on email confirmation but listed as registered

I don't know if I'm missing something here, but when someone registers, it puts them in the Registered group, yet their email hasn't been confirmed yet. Shouldn't they be put in the Unregistered/Unconfirmed group?

They are placed in the Registered user group with a user state of 'Awaiting email confirmation'.

Yes, I know it's just I wanted to check with my own code to see if they're in the Registered group or not, so I guess I'll just check the user state column instead.
