Could be an addon. If you enable debug mode I think you can see what controllerAction the user is on to determine what the page is. Then you can tell the addon author or report to XF. You might be able to do this without debug mode if you just hover over the unknown page text.
It's usually either a page not found or a page they can't view due to permissions.
