RM 2.0 View full resource as guest

How can make it so my guests can view the FULL resource? I have the permissions set for yes on guests to view resources and I have the same set in the resource permissions for that category. Still they get this message:
"You do not have permission to view the full content of this resource. Log in or register now."

Is there actually any more text to that resource? It may be that this is actually related to download permissions - there's a setting to control whether file-less resources are limited based on downloading permissions.

Yes it is more. No actual download resources in there, just a guide. (so fileless).

But yes you are right. It counts it as "download resource" permission, even though it is fileless... (makes sense..) Thanks!!
