Cannot reproduce Version field is not changed on resource update (for "Developer" role)

When the user has a "Developer" role and he is trying to update his own resource by specifying the new version number,
the resource is being updated without changing its version.

Everything is good when the user has a "Moderator" role.

Please, fix that.

This is not something I can reproduce. Resource team members can "Post an update" and version numbers are changed as expected. This isn't dependent on any special permissions or time since the last update or anything similar.
