Fixed vBGallery importer fails with safe_mode setting

vBGallery had a setting to support safe_mode/open_basedir restrictions.

If this setting (table ppgal_settings fieldname varname = gallery_insafemode with fieldname value = 1) was enabled, the files were stored directly in thje configured directory and not in subdirectories based on the userid.

Currently, the importer does not query this setting and always expects the files to be in subdirectories which causes all media items to fail.

Thank you for reporting this issue, it has now been resolved. We are aiming to include any changes that have been made in a future XFMG release (2.2.0 RC3).
