Fixed Bugs in Photopost vBGallery Importer

Hi,

the PhotoPost vBGallery Importer seems to have a couple issues:

• It does not respect the Safe Mode/Open Basedir setting
  This causes the import to fail if this setting is active as the path to the images is being constructed in a different way
• It does not handle Non-ASCII characters/UTF-8 conversion in custom fields
• Importing Images in Albums might fail if the language is being changed/switched during Import albums and Import Media steps as the mapping relies on a phrase rather than using the IDs

The attached patch for XenForo Media Gallery 1.1.7 seems to fix those issues and it would be nice if the issues could be fixed in future versions.
