Fixed vB4 Import: User language not imported correctly

vBulletin allows using the default language which is stored as "0" in vb_user. XenForo always seems to save a specific id. The importer should map language_id 0 to the configured default language. Otherwise saving a user in the Admin CP resets his language_id to the first language in the dropdown menu.
