Would you recommend that I buy a dedicated IP? I've thought about it, but I didn't really know whether it was worth it or not, but if users cannot access the forums at a sufficient speed I guess I am obliged to do thatSeems fine to me.

A VPS is more expensive but you do have more control over it (root access) and shouldn't encounter issues related to slowing down, etc., assuming of course you have sufficient resources available.

I don't think I'm very good at choosing hosters xD But I believe I've made the right choice this time.There are so many factors involved, especially considering you're on a shared server. It could be a PC-related problem, it could be that the server you're on (not necessarily your site) is under heavy load, it could be the distance from the client's PC to the server.
You can, by all means, try using a new server and see if that helps.

Backup the existing database and server files. Copy them to the new server and update the library/config.php file with the new database details. Lastly, update the Board URL in the ACP -> Options -> Basic Board Information, if it has changed.
