XF 1.2 Users seeing simple editor without "Use Rich Text Editor Link"!

At least two of my members are experiencing this. They say they aren't clicking the paper/wrench editor icon, but sometimes - seemingly randomly - they'll have the simple text editor page without the options/BBC code. They also won't have the link "Use Rich Text Editor" in the bottom left. This is certainly not sidewide or most members, and only a few members are reporting it.

I can switch between the editors just fine and haven't encountered this. Any idea what the problem could be?

One member is also reporting missing "More Options" button.

Does this sound like a style issue? A bug? Sorry I can't offer more input. Anyone have any ideas?

Tell them to try other browsers and/or clear the cache and also disable any browser extensions.

If it's limited to a few users then it's almost always browser related.
