Username CSS

Is there a way to edit / modify INDIVIDUAL username CSS instead of having to edit the whole group?

It's only by group. You could create a new group for that user. The group wouldn't have any permissions (all Not Set), but would have User Name CSS and a high Display Styling Priority so it would override the other groups.
