XF 1.5 Usergroup permissions

In the process switching from vBulletin to xenForo I am still in the learning curve and trying to figure out the differences so please bear with me if this is a stupid question.

I think to recall I have read somewhere in XF when somebody belongs to multiple usergroups he gets the permissions assigned from the "lowest usergroup".
Example when I have "admin" in the Primary usergroup with all permissions enabled but belong also to the secondary usergroup "event commitee (example)" which has more limited permissions this person will get assigned the permissions from the lower usergroup and looses all the permissions the primary usergroup has.

Is this correct?

Permissions are cumulative based on all of the user groups a member is in.

So the permissions for a user will be merged from all the usergroups he belongs to if I understood correct?

I really do like the approach which was mentioned in the resources you referred to starting with "registered user" as Primary and then add more permissions to the Secondary usergroups.
