I don't recall seeing an addon for this type of function, if there is one, please link to it.
I have a community which highly values privacy and wishes to establish a level of trust before adding new users to certain subforums.
I am in need of a function which allows for one user to [attest to, verify, confirm, corroborate, endorse, sponsor] another user.
Think of this like a conditional User Upgrade, or a reverse of Waindigo's Join User Group. It might look something like this:
A usergroup exists called Trusted
User A has permission to request users be added to other usergroups
User A knows User B personally
User A requests that User B be added to Trusted and annotates a valid reason in the request
User B goes into a mod queue for being added to Trusted
Mod/Admin (or another group with permissions to perform the function) approves the add request
User B is added to Trusted
Secondarily, having a "family tree" visual record of who approved who would be a bonus. Visibility of said tree could be based on permissions per group
