New permission which allows disabling of the ignore feature. This prevents new items from being added to their ignore list, and prevents the ignore list from functioning.

Hi @Xon

If a user is ignoring someone and then their permission to use the Ignore feature was removed. Does that mean they would have that person on ignore until they had the permission back to remove them again?

Or does it disable the functionality completely and anyone they had on ignore would be un-ignored once the permission to use the system was removed?

If they do not have permission to use the ignore feature, it is completely disabled and they can no longer add people to their ignore list (but can remove them).

Ah, OK. Shame. I was hoping this could possibly provide similar functionality as the deleted force ignore mod. Admins could put people on ignore for other users and not give them the powers to take them off.

I think it should fix for PHP 7.2
