User Groups vs Group Permissions

I'm very confused.
Under User Groups you can set permissions.
Under Group Permissions, you can also set permissions.

By default, does XF set all user groups so they can not post?
After reading a few posts, what is being inherited?

They are the same. There are two ways to get to the group permissions. You will notice that if you edit permissions in one section then they update in the other.

Admin CP -> Users -> List User Groups

Admin CP -> Users -> User Group Permissions

By default everyone can post except guests (Unregistered / Unconfirmed group).

Nothing is inherited at the user group level. Inheritance only comes into play when you edit the Node Permissions:

Admin CP -> Users -> Node Permissions

Seems redundant and not necessary then.
Where less is more, it should probably be thought about a little more.

I think I'm going to do a clean install on my other forum so I can match the permissions.
