When you import from XF 2.1 to XF 2.2, user groups are imported, even if this option is not selected.
Fixed User groups are imported, even if this option is not selected.

I believe if you uncheck it, and the system needs it to make sense, it will include it. I had a similar post here:

That is very likely the case. Essentially various steps depend on others and we will automatically resolve those dependencies if needed.
There isn't much in the UI to indicate this and the dependency resolution can be quite complicated, but I will leave this open for now. At most, it'd likely be some note in the UI to indicate that unselected steps may be automatically included if a selected step requires them.

This would have cleared it up for me instead of making a post, so yeah.
Thank you for reporting this issue, it has now been resolved. We are aiming to include any changes that have been made in a future XF release (2.2.4).
