Lack of interest User Group Promotions Cron

I suggest you take what the cron does and take it out into the model or a helper and pass it $userIds so that we can call the promotions for specific users at certain times, like for example when someone donates from my manager. And if $userIds is set to the default null then get all users like the cron does.

I'm already handling this stuff basically with a copied method from the cron and changed a little... just thought I should suggest it too.
