Closed User criteria is missing when creating webhook

Steps to reproduce
  1. Go to Admin > Setup > Webhooks
  2. Click Add webhook
  3. Open section Users
Expected Result
Standard user criteria (as can be used in various other places / systems like notices, usergroup promotions, etc.) is available to select for which users the webhook should be triggered

Actual Result
No citeria is offered at all

Thank you for reporting this issue. Webhook criteria are specific to each content type, and currently only threads offer one (limiting by forum). The Users section intentionally offers only event selection, so this isn't a bug. Adding user criteria to webhooks would be a new feature and is better raised as a suggestion.
