Even if an admin does not have permission to view logs in the Admin CP, the link to the User Change Log still appears under Tools. Clicking the link gives a no permission error in these circumstances, but I would suggest the correct behaviour should be to not display the link in the menu at all if the user does not have permission to view it, as is the case for the other logs (e.g. the server error log, sitemap log etc) since they do not appear in the menu if the user does not have permission to view them. As the User Change Log link visibility does not conform to the same behaviour as the other logs, I think this is a bug.
