As designed User autocomplete suggests non-members

When managing resource team members, the user autocomplete reveals non-members when you type. It also enables you to select them into the input.

This is different behaviour to similar implementations, such as searching for content by a user, which will never show non-matches.

But it's also roughly intentional in this particular scenario/use case, because the suggestions you get are only recently active members, so it always shows you a suggestion of the exact value you've typed in.

This is how it's functioned through from 2.0 at least, so I don't think there's a pressing need to make a change here.
