'URL Portion' - Any Advantages / Disadvantages?

I can't find any specific info on 'URL Portion' - what exactly is this and what does it do? I mean I tried to enter a URL in that field but it doesn't accept? What is supposed to be put in their and in what format?

This forum has a URL portion: http://xenforo.com/community/forums/announcements/

This one does not: http://xenforo.com/community/forums/xenforo-pre-sales-questions.5/

Notice the first one does not show the node ID.

The ACP description for the field explains it:

If entered, the URL to this forum will not contain an ID. Use a-z, 0-9, _, and - characters only. Note that once specified, changing this value will cause URLs to be broken.

I have looked at both pages very closely and the only difference between the 2 is that as a logged in member I can't post in the first forum but can do so in the second?

Which bit is 'URL portion' on the first page, exactly?

How exactly is the second page different?
