I can't comment on the "posts in a thread on the front page" bit, as that depends on which add-on you have/want to use for displaying content on the front page.
But when you edit a Resource Category there is an option to "Automatically Create Thread in Forum". You would just select whichever forum you want the resources for that category to be posted in.
If you already have a portal add-on or some such that displays posts, you will need to ask the author of that how to pull threads from the selected forum.
