XF 2.3 Unregistered/Unconfirmed permissions

In the forum I admin, unregistered/unconfirmed people do not have permission to post a new thread or post a reply. They can only view threads and view thread content.
But when I log in as an unregistered/unconfirmed person, I have the ability to create a post or reply. When I do it is tagged for approval.
I was expecting that setting the permissions to not allow thread creation or replies that there would be no option to submit something for approval.
Am I missing some setting that will remove the ability to post a thread or reply?

I figured it out.
To removed the ability to make a thread or reply to a thread the permissions have to be set to Never, not No.
