There is no issue on my Paypal account as I am able to make other payments.

Looks like the problem is fixed by now. Purchased a license a little while ago!

I am also experiencing this issue. I'm not usually a moaner—but it's bloody frustrating. Needed a license tonight, but that's what I get for leaving it to the last minute I guess. What's the fix??
