Lack of interest Un-merge threads as separate permission

Remove "merge" from Manage (move, merge, etc.) thread by anyone permission and have a separate Merge threads by anyone permission (and possibly a merge own threads if there's interest in this).

Reason: There is no "un-merge" operation (as there is an "un-delete") - so this should not be lumped in with easily reversible operations such as soft-delete and thread move.
