XF 1.3 Turn "Notify members watching the destination forum" by default?

When moving threads, is there a quick way of having the "Notify members watching the destination forum" check box turned off by default?

This option "Notify members watching the destination forum" works only if there are unread posts in moved thread, right?
For ex.:
- user /A/ watching forum /Bla/
- moderator move thread /cookie/ form forum /C/ to forum /Bla/
- user /A/ don't receive notification if thread /cookie/ got no unread message for this user.

In this case a little meaning is lost. Cause i could not find that in watching forum will be a new thread
