XF 2.1 Transient Cookie Error Notice

A member recently complained that she couldn't log in because she was getting a "You must accept cookies" notice. I've not encountered this issue yet, but I can see how it can become really annoying if it happens often. Clearing your browser's cache helps with it, but members shouldn't have to do it in order to log in. Wut could be causing this? Thanks :)
 
Cookies are required in order to store the logged in users session info in their browser.

The notice about cookies is part of the GPDR changes for the EU privacy rules. If they don't accept the request to use cookies then they can't login because cookies are needed for the login. The notice is the "Show cookie notices guests" option at /admin.php?options/groups/basicBoard/#showFirstCookieNotice.

In short, to log in they need to accept cookies from your site.

But I'm not using the cookie notice on my site. And this member logs in daily. The issue was that the notice she saw had no button to accept cookies so she didn't know wut to do. Weird :unsure:
