Fixed Tooltip visibility toggle loop at some specific spot

There is some spot, which when your mouse is at that spot the tooltip start to toggle its visibility in indefinitely loop.
I tried to screen-video that (chrome, windows 8)

Yes seems to be fine with firefox

chrome win 7. I don't get an infinite loop, but it does get very twitchy at the top. it might have to do with the fact of using 3 small separate characters

It's just that the tooltip actually covers the trigger element by one pixel so you get a behavior where hovering the trigger displays the tooltip, which un-hovers the trigger, which hides the tooltip, which hovers the trigger, which displays the tooltip, which...

Just need to move the tooltip up 1px.
