Not a bug "Title Case" not backwards compatible?

I'm not sure if this is a bug or an oversight in programming, but when you select "Automatically Adjust Case of Discussion Titles" to "Title case", and rebuild the cache, it does not apply it to existing threads.

Can this be fixed?

It's not a bug, the setting only applies to new threads created.
