As XenForo 2.3 introduced Anchor links for Headings, Please consider to add support for HEADING bbcode as well. Maybe with a setting to turn it on or off.
I'd love to have a Table of Content for Headings, because those are typically used for chapters. Its also how Wikipedia Headings & Table of Contents work. See:
