There are no threads to display.

This is not hard coded in forum_view.
Also can't find a matching phrase.

It needs editing as it shows up when content is private as well as when there is none.
Where can I edit it please?

It is used in the thread_list template. The phrase title is "there_no_threads_to_display" if you want to search by title:

Admin CP -> Appearance -> Search Phrases
