As designed Terms of Service and Rules link in Help Nav Bar.

Hi There it would appear the Terms of Service and Rules is missing from the Help Drop down menu. Only Clicking on Help and loading the Help page shows the Terms and Service Link.

Was this left out as design or forgotten about?

It was probably intentional, as it isn't all that interesting to read over. It is also showed during registration, and in the footer.
