XF 1.5 tag url for non-english characters

Hello everybody.
I am having many issues with URLs of tags for Persian (utf8) characters, So I checked here for previous threads on this issue and found few for some special charachters in some languages which can be ignored. But this is different in Persian characters.
The problem is xenforo converts all Persian characters of tags to some nonsense words and this will cause issues with google and SEO,
For example this is a wrong conversion:

"تگ نمونه" --> t-nmunx

Is there a way to disable this character change and have the url something like this: تگ-نمونه

This is currently roughly as designed/expected. There is an open suggestion I believe.

Can this be changed with developing addon or it is deeply in xenforo code ?

I suspect it could potentially be changed with an add-on, though I'm not positive.
