vBSEO had a very nice feature for this.
For example when I post a thread in Macedonian, the URL is Cyrillic. (example). I don't the URL to be like that, because when copied it would be huge, it wouldn't open on some browsers and it's bad for SEO.
The thing I like would be to see the URL like /Testiranje-na-Makedonski.1436/. The Cyrillic characters replaced with the appropriate English letters.
The character replacement for my language would be these, so I would enter them like I did in vBSEO:
