Getting this error when trying to update a status as a non-administrator "You do not have permission to view this page or perform this action"

How do I enable this for other member groups?

Admin CP > Users > Usergroup Permissions > Registered > Post New Profile Posts > Allow

Are these them? Post new profile posts, edit profile posts, delete profile posts, and manage profile posts?

Is there a way to mass edit groups to allow it for all?

Yes, that's them.

It should be default allow already - I certainly haven't had to set it to Allow on my test board.

This suggests it's been manually set to deny at some point.

Ah. We transferred a database so it looks like it's all set to not set.
